these are for the most part orthogonal, but where not:
malice is just stupidity bought and packaged.
stupidity is just gratuitous malice.

when there is economic gain to be had for exploiting this relationship,
it will be exploited.  i don't think political boundaries (the borders
of nations) have necessarily anything to do w/ it, besides being a
convenient distraction (for those who wish to maintain the economic
gradient).  people in any part of the world are happy to spew forth on
whatever subject, in whatever forum, to become less poor.  what they
gain in convertible currency is perhaps a poor replacement for what they
discard from their ethical stockpile, but that's neither here nor there.
(which is my point, literally.)

thus, i give OP a full point for bringing up the general concept, but
subtract three-quarters for throwing sand in the readers' eyes.
