Appropriate List for GPL Discussions?

Is this the appropriate list for general GPL discussions?  I used to be
subscribed to a listserv, but can no longer find the reference to it.  I
had unsubscribed due to the volume of spam on the list.  I thought it was
based on this or another list.  If there is another list, I appreciate you
pointing me in the right direction.
