You'll find that the charter of the FSF (and pretty much every
organization) differs from the constitution of the US.

Your reading comprehension _really_ is impaired.  He refused to change
the license of Hurd documentation to the GFDL as prescribed by FSF
policies.  Since the whole point of a GNU project maintainer is to
oversee the implementation of the GNU project policies, this made it
necessary to look for another maintainer.
