In the US you can't get statutory damages or attorney's fees without
registering, but the copyright office does not authenticate
registrations[1]. The sensible thing to do is probably to register as soon
as you become aware of an infringment that you think you might need to take
action against.

Registration is not particularly strong evidence[1].
[1] Novell and SCO for example, have both registered the SysV source code.
