How do I find an open source software package to suit my needs?

I've tried searching sourceforge, and freshmeat, but I come up with
lots of software that doesn't exist, or software that doesn't meet my
needs.

I'm trying to find a package like the one that Source forge uses to
manage projects.  I would like to have a web based tool where people
can upload files, and have an administrator combine the contributions
to make a usable file.

Does anyone know of a program like that?
