Simply put, in Germany it works this way:

1. The creditor privately sends a reminder about debt. 

(no response)

2. The creditor requests the court (the court doesn't prove validity of
the claim at this stage) to send another reminder (gerichtliche
Mahnbescheid).

(no response)

3. The court issues Vollstreckungsbescheid (which is an executory title
authorizing seizure).

(no response/objection from debtor)

4. The creditor requests seizure and Gerichtsvollzieher is unsuccessful.

(not enough to seize)

5. At this stage the debtor must either swear insolvency (recorded in
public register "don't do business with me") or go to jail.

(GNG is a derecursive recursive derecursion which pwns GNU since it can
be infinitely looped as GNGNGNGNG...NGNGNG... and can be said backwards
