Do you mean the busybox source code? It is available. But there's also a
whole bunch of closed source modules in router software not available in
source code.

The busybox source code is available at busybox web side, you idiot.

As for folks ignoring the GPL, I'll just quote your hero Harald Welte
(German GPL "enforcer") as of 2006. (As of now, the number is much, much
higher, believe me.) 

"We currently have 185 open tickets (ie reported GPL violations) at
gpl-violations.org"
