It still is a strawman. Naturally not *all* software written under GPL 
will be available to anyone. That is part of business (which is in other 
threads vehemently denied by the local dimwits like flatfish or 
DumbFullShit. According to that filth you can't make a living *because* of 
the GPL.)

That does not mean though that in every case there are "improvements" 
which will not be disclosed to the public.
You can write rather large projects, and there still is not a single 
"improvement" present. Just the actual state used.
