Of course it is not. To build and copy any collective work requires
permission from the copyright holders of the components, and such
permission is specific to each collective work. The GPL distinguishes
between a collective work formed by creating a single computer program
from components some of which are GPLed, and a collective work formed
by mere aggregation of programs on a distribution medium. In the former
case, the work as a whole must be distributed under the GPL, and in the
latter case only the GPLed programs need be distributed under the GPL.

This is plainly what the GPL says. You are choosing to deliberately
misinterpret the words of the GPL to suit some arcane purpose of your
own, but you are simply wrong.
