You misread the modify clauses of the GPL 

   v2: Section 2 "You may modify your copy or copies of the Program or 
       any portion of it . . ."

   v3: Section 5 "Conveying Modified Source Versions . . ."

focusing on its "mere aggregation" and "called an “aggregate”"
blathering.

BUT THIS CLAUSES ARE ABOUT ****MODIFICATION**** to begin with.

For all it matters suppose these "modify" permissions are nonexistent
and the GPL is reduced to Stallman's typical

"Verbatim copying and distribution of this entire article is permitted
in any medium without royalty provided this notice is preserved."

article license.

Are you seriously suggesting that his bullshit articles can NOT be
included in collective works of others?

(That would be really great, BTW.)
