It does not as a strictly "public" license where everybody in possession
with it has the same ways to change and distribute it without license
change.  And nobody claimed it did.  "complement" does not mean the same
as "is equivalent".

It is not making you look smart if you call people names when they don't
believe in your own unwarranted preconceptions.
