It's the the same as GPLv2 in this respect, just explicitly.
Contractors don't count as distribution channels. If I give a book to a
bookbinder for fixing, he is not entitled to private copies. Not even
if it is a copylefted book.
The copy remains in my possession. External maintenance still is
internal use.
