This is already solved. The GNU domain (and many copyrights and right to
issue new versions of licenses etc.) is held by FSF. And FSF is not a
single person – FSF has voting members and the board of directors. There
is no bus factor 1. The problem is that some people do not respect this
standard process and organization.
