Hopefully that could bring them gaining experience (even better, GNU 
experience, within GNU), rather than keeping doing bad contributions… 
depending on time maintainers dedicate to them.

Lazy, busy or at least people who easily despice others?

But I’m not sure for that too they want to exclude… or so? is that your 
only point?
