The Guile Projects List is generated (semi-)automagically from
project descriptions sent by mail.

The project list on the GNU site is a subset of the project list at

  http://www.glug.org/projects/list.html

There you can find the file 

  http://www.glug.org/projects/protocol.txt

which describes what to do to be included on the list. Entries on the
list at glug.org appear on the GNU site automatically if their license
is specified and sufficiently free.
