guile projects page pruning

folks,

i will be pruning the guile projects page[1] over the next month
or so.  the main criteria is reachability (or lack thereof).  if
an entry has no "location" field or has a location field w/ no
url, it will be removed.  if an entry's location url is dead, i
will retry it sporadically for a couple weeks and then remove it
if it remains unresolvable.  all activity will be recorded[2] so
that you can figure out precisely who to blame later...

i will also be looking to revive maintainership of the gnu subset
of the guile projects page, which is updated contemporaneously w/
the main page, although the bits[3] have not actually made it onto
the gnu webserver for a few years.
