Problems making pdf

I got the tarball for guile-1.6.8 and am having some trouble producing
pdf documents.  Discussion on this list a couple of weeks ago suggested
one could just cd to the appropriate directory and make.

First, you need to run configure at the top level to create some of the
files.  I did so.

Second, when I do make pdf from the top, I get

It looks as if maybe some other stuff needs to be built first, and the
Makefile isn't picking up on it.

I would like to avoid building guile, and certainly want to avoid
installing it.  Any ideas how to get the docs built?

I'm on a Debian GNU/Linux system; it is unlikely I currently have all
packages installed that would be needed for a full build.  The tarball
is the original one, with no Debian modifications.
