Thanks for all input. I downloaded a gnuserv version from 

http://www.gnu.org/software/emacs/windows/ntemacs/contrib/gn
userv-2.1p1.zip

(past it to one line) and in worked very well. It seem to 
be almost the same version as Dr. Francis suggest.
