First, you might try to get around this. You didn't write this file, nor will you read all
what is in there.

You will probably:
-search data & alter stuff
-process the data in there

This can be done in different ways too:
-scripting languages (Tcl/Perl/Python)
-shell commands (grep/sed/awk/...)

See cygwin for a free windows version of command line utilities
See activestate.com for a free windows version of Perl/Tcl
