You don't need to do this from inside a cygwin bash as /usr/bin is
already in the PATH and C:\cygwin\bin is indeed mounted as /usr/bin.
But don't you still want it if you want to use ediff-* for example? Those functions calls the diff program and if Cygwin bin dir is in your path it can use Cygwin diff.
