For NumLock on and with the Alt modifier, you
certainly _could_ bind those keys to digit-argument;
but it seems more useful to me to use the keypad keys
for other personalized functions, since there is not
much in emacs that makes explicit use of the keypad.
It may be noted that, by default, there are only
built-in bindings for unmodified keypad keys, and
those simply correspond to what the equivalent keys
elsewhere do.  Personally, I have overriden the
bindings for the unmodified keys without NumLock,
since they are redundant anyway; and I have gone on to
create customized bindings for some modified keypad
keys as well.  With NumLock on, I can still use it as
a numeric keypad.
