Tramp and Cygwin's ssh do not cooperate well (some pty problems,
IIRC). So you might use PuTTY instead:

/pscp:address@hidden:/

Something similar shall be configurable with Tramp's multi-hop. But here
I would recommend Tramp 2.1, which is better suited (and which has a
better performance). Emacs 22 comes with Tramp 2.0.
