Maybe turning on Ispell debugging will be easier and will give us a
clue.  Here's the recipe:

  . emacs -Q
  . M-: (setq ispell-program-name "hunspell")
  . M-x ispell-buffer-with-debug RET

Then look at the contents of the buffer named "*ispell-debug*".

(The second item in the recipe assumes that hunspell.exe is found
along your Path; if not, use the fill absolute file name of
hunspell.exe there.)
