[Help-gsl] GSL with Dev-C++

Is there a website, or can anyone provide, step-by-step instructions for 
setting up the GNU Scientific Library with Dev-C++ in Windows (without having 
to use Cygwin)?

I currently have it working, but with some odd side effects. For example, the 
sample program works fine when you execute it from within Dev-C++, but if you 
try to run it from the command line it complains that it can't find the 
libgsl.dll library.
