Except it doesn't, because there is no obligation (or even practice)
to conform to that.  Ususally, the X11R6 directory just gets what's in
the actual XFree86 stuff, ant the rest of X-related is just ordinary
program.

And this is *exactly* the sort of difference that does not matter to
people.
