In the early days of Linux it was easier for kernel developers: *nix is
very well documented and all you have to do is think about how something
can be implemented, sit, code and debug.  Mach and Hurd are so different
that before you even think about implementing something you must read
many documents (much of it source code) and feel comfortable with 
details that are not popular amongst vast majority of developers.

This is one of our problems in improving Hurd.
