A complete rewrite is not required, most servers will work with small
modifications on l4-Hurd. The biggest problem is that currently is in GNUMach
(drivers, mm, RPC, etc.) should be rewritten for the Hurd.
There are also some design issues for servers like auth, but I don't know but
about this.
