mig is available for Debian GNU/Linux, you do not need to compile it.

You need to install the GNU Mach headers first before you can compile
mig. Of course, you need mig in order to compile GNU Mach... The
solution is to install only the headers (via 'make -k install-headers'),
then build/install mig and then return to build gnumach.
But as I said, on Debian GNU/Linux, you can simply install mig via
apt-get.
