must "cvs update" before "cvs commit", why??

This is really strange: often some changed files won't be committed
unless I perform a general "cvs update" (where this changed files appear
as M). After the update the "cvs commit" works fine. And FWIW I am the
only committer on this repository.

Why the two-stage process?
