This is standard and for your own protection.  It can be overridden but
it isn't recommended.  Check the email archives and the FAQ for more.

Found this advice from Larry Jones in the email archives:

    Check your inetd.conf carefully -- use a tool that displays control
    characters.  Read "Trouble making a connection to the CVS server" in
the
    Cederqvist manual and follow its advice.
