Changing format of date/time in $Date$ and $Log$ to local time

Hi Folks

How can I change the date/time formats of

$Date$
and 
$Log$

which I have included in a number of my source files.  Currently it is
inserting GMT(I think).  I want it to insert the local time.  
If it helps, on the Unix box where the cvs repository is running the
date command returns the local time, this is the time I want to be
inserted in my source files.
