cvs server: subsidiary diff failed

Hello All
I'm using winCVS and I get the following error when I do an update.  I saw a 
reference to this error dated march 2000, but I don't understand the response.  
Does someone know how I can fix this?

cvs update MeterMsg.java (in directory 
D:\data\sandbox01\dev\src\com\sysreal\emp25\comms\edmi\)
RCS file: 
/data/cvsroot/dev/emp25/src/com/sysreal/emp25/comms/edmi/MeterMsg.java,v

Merging differences between 1.1 and 1.2 into MeterMsg.java
cvs server: could not open output file: Permission denied
cvs server: subsidiary diff failed

Any help would be appreciated.
