Thanks for the response. Yes, the directories and files in the repository
are indeed readable by the group and all of us are in the same group.  The
problem is that my co worker can't check things in as himself.  

It appears that CVSROOT doesn't have any effect over what user is used
during a cvs login.  Thus, even if my CVSROOT is set to
address@hidden:/cvsrep/path
and I type in cvs login from the W2K command line (cygwin bash shell) I get 

(Logging in to address@hidden)
CVS password:
 
If I change the CVS/Root file to have my coworker's name in it then I get 
(Logging in to address@hidden)
CVS password:

Weird.
