Are you sure it magically reappears as opposed to never going away?  In
any event, based on the directory name, I'm guessing that you're using
an NFS-mounted repository and this is some kind of NFS problem. 
Problems like this are why we always say you should never use
NFS-mounted repositories; use client/server CVS instead.
