File added;deleted;re added-commit error

Hi all,

I am facing a problem.
A developer added a file(pause.bmp)into CVS.It was to
be a binary file but he added it without -kb.So to
correct it,he checked out,removed it and committed.(he
didn't know he could use cvs admin -kb option)Then he
added it with -kb option.When he tries to commit it
now,he gets the commit aborted error.
When I see in the rep,I see the newly added file
pause.bmp,v with very few characters.I can't check it
out;can't commit it.
How to correct this file?If I give admin now,it says
"can't do cvs admin to a newly added file."
Any suggestions are greatly appreciated.
