Of course, and I knew that, that's what the second userid is for in the
passwd file. I had the archives owned by root. I was trying to keep the
archives protected so that they could only be accessed via cvs. I will set
the active userid to cvs and change the ownership so that it owns all the
files. I notice that it records actions based on the login id not the
effective id. Do you see any problem with this.

CVS only runs as root long enough to validate the username and password
sent by the client; as soon as it's done that, it changes user to run as
the client user.  What are the ownership and permissions of the
directory in the error message?
