It seems this depends more on your shell than it does cvs.

Using tcsh you need to do so:

        cvs commit -m "foo\
        bar"

                tcsh requires an escape ('\') for each newline 
                withing a quote.

On bash you do:

        cvs commit -m "foo
        bar"

                bash (GNU bash, version 2.04.11(1)-release) keeps 
                on reading input until it's matching end '"'
