Error: cannot open /root/.cvsignore: Permission denied

Hi

I keep getting the following error whenever I try to do anything:

"cannot open /root/.cvsignore: Permission denied"

I am using pserver to access a remote repository.  The error is
intermittent - sometimes everything works fine and other times I can't do
anything.  The person who is hosting our server assures me that he has not
changed any settings on the server.

Has anyone else come across the same problem and does anyone know the
solution.
