I'm not certain that this document solves the problem you're expressing, but
it's still pretty good stuff.

Subject: CVS & web processes
I'm going to use CVS to maintain a web application. Because the
code has
to go through an application server, I would like to have the team share
the same working directory. Does anyone see a problem with this? We are
testing right now, and it looks like if someone has checked out the module,
and then someone else tries to commit, it tries to login with the user
account of the person who originally checked out the file.
Thanks,
Justin
