Why not just turn off permissions in the repository?

Hello !
I have a question regarding the 'cvs admin -l' - command.
If I try to lock a certain file and passing the command
a certain Branch-Tag, cvs doesn't lock, and gives the
following error-message:
RCS file: .../file.C,v
cvs admin: .../file.C,v: branch <Branch_Tag> absent
cvs admin: cannot modify RCS file for `file.C'
The command-line is looking similar to the following:
cvs admin -l<Branch_Tag> file.C
Is this a known problem and is there a solution to it ?
p.s.: I need this for 'Phase red' to block any commits
during software-release
