Depends.  If MS still has a tendency to micro manage the data, it may not
accomplish much.

Instead of seeing something like:

<header>this is my header</header>, I would not be surprised to see an MS
document be soemthing like:
<header><font /style=roman point=12/ <pos /x=5 y=12/ t <font /style=roman
point=12 <pos /x=10 y=12/ h <font /style=roman point=12 <pos /x=15 y=12/ i

well.. you get the idea.

In the first, yes, great use of change information is possible.  In the
second, why bother trying?

Beside, with TeX/roff, you can use tools that will diff two versions, and
generate special markup that will highlight new items for this release.
So, if one user is upgrading from version 1.0.0 to 1.0.2, you could
generate documenation that highlights those differences.  If another user
is upgrading from 1.0.1 to 1.0.2, highlights for just those differences can
be made.
