CVS in pserver mode always tries to setuid to the actual user.  That
only works if CVS is running as root or is already running as the actual
user.  If you don't want to run CVS as root from inetd, then you have to
use the $CVSROOT/CVSROOT/passwd file to map every valid user to the
userid you're running CVS as.
