renaming file

Hi,

Using the wincvs gui I renamed a file prepaid_english.tbl which is binary to
pcs_english.tbl but
when I cvs add -kb pcs_english.tbl  the file does not show up as binary the
whole chain of events is below

in my working dir I made a copy of prepaid_english.tbl 
renamed the copy to pcs_english.tbl 
then did a remove and commit on prepaid_english.tbl 
then did an add and commit on pcs_english.tbl
and pcs_english.tbl shows a status of File when it should be Binary
