Hmmm... let's see...
Perhap's he's heard of Netscape? (think mozilla.org).
HP uses it (Example, look for the book Practical Software Configuration
Management by Mikkelsen and Pherigo... both HP people, and it's part of HP's
Professional Books series). Maybe not for everthing, but they use it.
Sourceforge.net is a massive site. Check for yourself, of course, but I
thought I heard something like 180,000 registered users across 20,000
projects. Perhaps that not scalable enough?
Then again, while I think at least one (if not all three) of the *BSD
projects use CVS, I think they have had complaints about scalability. I'm
not sure what their bottlenecks where, but I'm sure that a web/degoogleja
search would turn up useful info.
Of course, something like clearcase, while it IS extremely powerful, it a
hell of a resource hog. You need a top of the line server to host it if
you want reasonable performance (while you could probably start off using
cvs on an old 486 hanging around in a corner somewhere). It also has a lot
higher administrative overhead.
