Ok, I'll try to restate with more specifics.
I have a 2.5 gigabyte directory tree that I want to import into CVS. I'm on a relatively slow link that isn't perfectly reliable, so I'm having to transfer the directories here by FTP. I want to place the original directory tree under CVS control, but the only way I know to do that right now is to check the entire tree back out from CVS control, and transfer the entire thing back, either by FTP or CVS. Is there a better way? (built into CVS itself.. I can write an independent program that helps solve this problem, but it'll be a bandaid)

Your question was unclear to me.  Perhaps `cvs import'?  `cvs add'?  `cvs co
-l .'?
