While that's true conceptually, it turned out not to be true in
practice.  Several CVS design decisions imply that it can only work with
RCS.  (I did actually study the issue of adding SCCS back-end support to
CVS once upon a time, but concluded that in order to do it cleanly it
would require incompatible changes to be made in existing RCS
repositories.  Even just as a hack it would have been a lot of work, and
of course now with the RCS manipulation done internally in CVS-supplied
code, it would be even more difficult.)
