Let's take a step back; you keep telling us what you're doing, how about
telling us what it is that you *want* to do.  The "normal" way of using
pserver is to have a system account for each CVS user, have inetd run
CVS as root (as soon as CVS authenticates the user it will drop root and
run as the user instead), and have the user authenticate via a password
found in CVSROOT/passwd or -- unless you've disabled it -- the system
password file.  If that's what you want to do, then that's the way you
should set it up.  If that's not what you want to do, then please
explain what it is that you do want to do.
