 The best way to do it IMHO is to create a seperate cvs group and change the permissions of the CVSROOT directory and its's files so that they are only rwx root.cvs.  Then whenever someone needs to have access, just add them to the cvs group.  Or add whoever is the cvs maintainer to that group permanently.
 
The alternative, is to simply change the permissions of the CVSROOT directory and it's files so that they are not writable by anyone.
