It's all a matter of practicality.  I usually always go with the command
line first, simply because a. I started with it and b. it can (sometimes)
offer more power than the GUI somewhat-equivalent version.  However, (to me)
a diff evaluation is always more practical because a program interprets the
results and displays them in a (pseudo) graphical format.  The extra step as
far as WinCVS is concerned is that scrolling through the output screen
usually is slower than actually pulling up the differences in a GUI app that
presents it nice and pretty.  Thus, as far as I'm concerned, it's an extra
step (the slower scrolling back and forth, etc.).

Not to beat this thread into the ground, but it isn't an extra step. By
using the built-in window to capture the diff, you're actually saving a
window (the external diff). No command prompt involved here...
