CVS doesn't run as a daemon -- it requires an external agent such as
inetd.  If you don't want to run inetd, you need something similar such
as Dan Bernstein's tcpserver or one of the other command-line tools
mentioned on his ucspi-tcp page:  <http://cr.yp.to/ucspi-tcp.html>.
